A SETTLEMENT of the Chekiang Railway Agreement has been arrived at, and there only remains the actual signing of the instrument.

No outstanding questions now remain for discussion, and, if you approve, propose, in accordance with the instructions contained in your despatch No. 456 of 1906, to visit the Yang-tsze ports, Shanghae and Canton. I should start on the 5th March, and be back in Peking about three weeks later.
